The Skilled Labour Ordinance 2025 (Federal Law Gazette II No. 421/2024, published on 31 December 2024) established the new shortage occupation list for 2025. This consists of a nationwide list and supplementary lists for individual federal states.
An occupation is considered a shortage occupation if there are no more than 1.5 jobseekers per registered vacancy in Austria or in a specific federal state (job vacancy rate). The aim of the regulation is to facilitate access to the Austrian labour market for qualified skilled workers from third countries (non-EU/EEA/Switzerland). Persons who can provide evidence of relevant training in one of the listed professions have the opportunity to apply for a Red-White-Red Card in accordance with § 12a AuslBG and thus take advantage of a simplified immigration procedure.
The list continues to be dominated by occupations in the technical and skilled trades. Payroll accountants, which have been among the recognised shortage occupations for years, are also consistently represented. As in the previous year, accountants and chartered accountants are also once again on the list.
